Internal Manuscript Transfer Policy

1. Purpose

The Journal of Smart Algorithms and Applications (JSAA) is committed to ensuring that every submitted manuscript is evaluated by the journal that best matches its scientific scope and objectives.

This Internal Manuscript Transfer Policy establishes the procedures under which a manuscript submitted to JSAA may be transferred to another journal published by the Scientific Innovation Research Group (SIRG) when the editorial team determines that another SIRG journal provides a more appropriate venue for publication.

The objectives of this policy are to:

  • Improve manuscript–journal alignment.
  • Enhance editorial efficiency.
  • Reduce unnecessary resubmissions by authors.
  • Promote transparency, fairness, and ethical publishing practices.

2. Scope

This policy applies exclusively to manuscripts submitted to Journal of Smart Algorithms and Applications (JSAA) through the journal's editorial management system.

Internal transfers are permitted only between journals published by Scientific Innovation Research Group (SIRG).

This policy does not apply to transfers involving journals published by other publishers.

3. Eligibility for Internal Transfer

A manuscript may be considered for internal transfer when:

  • The manuscript is scientifically sound but falls outside the aims and scope of JSAA.
  • The manuscript has not been formally accepted for publication.
  • The editorial team believes another SIRG journal is better suited for the manuscript.
  • The authors agree to the proposed transfer.

The Editor-in-Chief retains full discretion regarding whether a manuscript is eligible for transfer.

4. Authorship and Manuscript Integrity

During the transfer process:

  • The manuscript content must remain substantially unchanged.
  • Changes to authorship, including the addition, removal, or reordering of authors, are not permitted unless exceptional circumstances exist and are approved in accordance with the journal's authorship policy.
  • Any revisions requested after the transfer will be managed solely by the receiving journal.

5. Peer Review and Editorial Independence

A manuscript may be transferred either before or after peer review.

Where peer review reports are available:

  • The reports may be shared with the receiving journal, subject to editorial approval.
  • The receiving journal may use the existing reviews, request additional reviews, or initiate a completely new peer review process.
  • The receiving journal maintains complete editorial independence regarding all editorial decisions.

Transfer of a manuscript does not guarantee acceptance for publication.

6. Internal Transfer Procedure

The transfer process normally follows these steps:

  1. The editorial team determines that the manuscript is outside the scope of JSAA but may be suitable for another SIRG journal.
  2. The corresponding author is contacted and informed of the proposed transfer.
  3. Author consent is obtained before any transfer takes place.
  4. Upon acceptance by the authors, the manuscript files and available editorial records are transferred to the receiving journal.
  5. The receiving journal assigns a new manuscript identification number and continues the editorial process in accordance with its own editorial policies.

7. Author Consent

Authors will always be informed before an internal transfer is initiated.

No manuscript will be transferred without the corresponding author's explicit agreement.

Acceptance of the transfer indicates the authors' agreement to comply with the editorial policies, peer review procedures, and publication requirements of the receiving journal.

If authors decline the proposed transfer, the manuscript will remain rejected by JSAA, and the authors are free to submit it elsewhere.

8. Publication Ethics

This policy is implemented in accordance with internationally recognized publishing standards, including:

  • Committee on Publication Ethics (COPE) Core Practices
  • DOAJ Principles of Transparency and Best Practice
  • International standards for scholarly publishing and editorial integrity

An internal manuscript transfer does not constitute duplicate submission or duplicate publication.

9. Confidentiality and Records

JSAA and the receiving SIRG journal maintain confidential records of all manuscript transfers, including:

  • Original journal
  • Receiving journal
  • Manuscript identification numbers
  • Transfer date
  • Editorial decisions
  • Supporting documentation related to the transfer

These records are retained for editorial management, quality assurance, auditing, and compliance with international publishing standards.

10. Policy Review

The Scientific Innovation Research Group (SIRG) reserves the right to update or revise this policy whenever necessary to reflect changes in publishing standards, editorial practices, ethical guidelines, or technological developments.

Any revisions will become effective immediately upon publication on the journal website.
