Internal Manuscript Transfer Policy

1. Purpose of the Policy
SIRG Publishing is committed to ensuring that submitted manuscripts are evaluated fairly and efficiently within the most appropriate journal scope. This Internal Manuscript Transfer Policy outlines the procedures and conditions under which a manuscript may be transferred between journals published by SIRG Publishing.
The objective of this policy is to:

Improve the efficiency of the editorial process

Reduce unnecessary resubmissions by authors

Ensure proper alignment between manuscript content and journal scope

Maintain transparency, academic integrity, and ethical publishing standards
2. Scope of Application
This policy applies exclusively to manuscripts submitted to journals published by SIRG Publishing and managed through the SIRG submission platform.
Manuscript transfers are permitted only within SIRG journals and are not applicable to transfers involving external publishers or journals.
3. Conditions for Internal Transfer
A manuscript may be considered for internal transfer under the following conditions:

The manuscript is deemed out of scope for the originally submitted journal.

The manuscript has not been accepted for publication in the original journal.

The manuscript content, authorship, and title remain unchanged at the time of transfer.

All authors have been informed of the transfer recommendation.

The transfer is approved by the editorial office or Editor-in-Chief of the original journal.
4. Authorship and Content Integrity

No authors may be added, removed, or reordered during the transfer process.

Substantive changes to the manuscript content are not permitted prior to transfer.

Any revision requests must be handled by the receiving journal after the transfer is completed.
5. Editorial and Review Status

Manuscripts may be transferred before or after peer review, at the discretion of the editorial office.

If peer review has already been conducted:

Review reports may be transferred to the receiving journal, subject to editorial approval.

The receiving journal reserves the right to request additional reviews.

The receiving journal retains full editorial independence and may accept, reject, or request revisions regardless of previous evaluations.
6. Transfer Procedure

The editorial office of the original journal identifies the manuscript as unsuitable for its scope.

A transfer recommendation is communicated to the authors.

Upon approval, the manuscript is formally declined in the original journal with a documented reason for transfer.

The manuscript is re-submitted internally to the receiving journal by the editorial office.

All relevant metadata, files, and editorial notes are preserved.

The manuscript is assigned a new submission ID in the receiving journal.
7. Author Consent and Notification

Authors will be informed of the internal transfer recommendation prior to execution.

By proceeding with the transfer, authors acknowledge and accept the editorial policies of the receiving journal.

No additional submission fees will be charged solely due to the internal transfer unless explicitly stated.

SIRG Publishing maintains internal records of all manuscript transfers, including:

Transfer dates

Editorial decisions and rationale
These records are retained for audit, quality assurance, and indexing compliance purposes.
10. Policy Review
SIRG Publishing reserves the right to revise this policy as needed to reflect updates in publishing standards, platform capabilities, or ethical guidelines.
