1. Purpose of the Policy
The journal Engineering Systems and Intelligent Technologies (ESIT) , published by SIRG Publishing, is committed to ensuring that all submitted manuscripts are evaluated within the most appropriate academic scope.
This Internal Manuscript Transfer Policy defines the framework under which manuscripts submitted to Engineering Systems and Intelligent Technologies (ESIT) may be internally transferred to another journal published by SIRG Publishing, when deemed more suitable in terms of scope or focus.
The policy aims to:

Enhance editorial efficiency

Reduce unnecessary resubmissions

Improve manuscript–journal alignment

Maintain transparency, academic integrity, and ethical publishing practices
2. Scope of Application
This policy applies to manuscripts submitted to Engineering Systems and Intelligent Technologies (ESIT) through the Open Journal Systems (OJS) platform and is limited strictly to journals published under SIRG Publishing.
Transfers to journals outside SIRG Publishing are not permitted under this policy.
3. Conditions for Internal Transfer
A manuscript submitted to Engineering Systems and Intelligent Technologies (ESIT) may be considered for internal transfer when:

The manuscript falls outside the defined scope of Engineering Systems and Intelligent Technologies (ESIT).

The manuscript has not been accepted for publication.

The manuscript title, content, and authorship remain unchanged at the time of transfer.

The authors are informed of the proposed transfer.

The transfer is approved by the Editor-in-Chief or the editorial office of [ESIT].
4. Authorship and Content Integrity

No changes to the authorship (addition, removal, or reordering) are permitted during the transfer process.

No substantial modifications to the manuscript content are allowed prior to transfer.

Any revisions requested will be managed exclusively by the receiving journal after transfer.
5. Peer Review and Editorial Independence

Manuscripts may be transferred before or after peer review, subject to editorial discretion.

If peer review reports are available:

They may be shared with the receiving journal upon editorial approval.

The receiving journal retains the right to conduct additional or independent reviews.

The receiving journal maintains full editorial independence regarding final decisions.
6. Transfer Procedure

The editorial team of [ESIT] identifies the manuscript as unsuitable for the journal’s scope.

Authors are notified of the internal transfer recommendation.

The manuscript is formally declined in [ESIT] with documented justification for transfer.

The manuscript is internally re-submitted to the receiving SIRG journal by the editorial office.

All metadata, files, and editorial notes are preserved.

The receiving journal assigns a new submission ID and continues the editorial process.
7. Author Notification and Consent

Authors are informed prior to the transfer.

Proceeding with the transfer constitutes acceptance of the editorial policies of the receiving journal.

No additional submission fees are charged solely as a result of internal transfer, unless explicitly stated.

Internal manuscript transfer under this policy does not constitute duplicate submission or redundant publication.
